Gloucestershire Public Sector businesses can now secure more quotes exclusively from local suppliers.

 

The Government has announced new legislation coming into force early this year, making it easier for local Councils to procure services from local suppliers.

The Local Government Order 2026 was laid in draft, debated, and approved in Parliament in December, with a specific goal to support local economies. It will give Local Authorities the power to tender lower-value, ‘below-threshold*’ contracts exclusively to either local or UK businesses reducing competition from national and international operators. The ambition is to encourage Local Authorities to select suppliers in their own county or surrounding counties, further aligned with their existing ability to allocate tenders exclusively to Small and Medium Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs).

*The definition for ‘below-threshold’ contracts are those worth less than £214,904 for goods or services, or under £5,372,609 for building work (for local government). These contracts make up nearly two-thirds of the total number of contracts awarded locally by public sector organisations, and have accounted for over one billion pounds of local spending in England since February 2025.
